5-2-3: LITTERING PUBLIC THOROUGHFARES:

It shall be unlawful for any person to scatter or throw upon the public thoroughfares any handbills, posters, advertisements or papers. Nothing herein shall be construed to authorize any person to obstruct the public thoroughfares or prevent the posting of notices required by law to be posted. (1968 Code)
