4-5-6: REGULATIONS:
The director is hereby empowered to prepare rules and regulations from time to time in connection with the preparation, handling, collection and disposal of solid waste within the city, subject to the approval of the city council. Three (3) copies of said rules and regulations shall be retained at city hall for use by the public and the franchisee shall be immediately notified of all changes. The director may direct that the franchisee shall not collect solid waste from any premises where said rules and regulations are not complied with, and the failure to collect the same by such direction shall not relieve the producer of such premises from the payment of fees or penalties as provided for herein.
