No producer shall be permitted to refuse collection services provided for herein, and the failure of any producer to receive such service shall not exempt such producer from the payment of charges herein provided for, save and except any of those producers residing in areas in which collection service is not available for the entire area, and in such areas where no service is rendered. The boundaries within the municipality exempted from such charges shall be established by the director. (Ord. 258, 1-19-1987)
