If rubbish or other impediment is allowed to accumulate or remain in the alley, the council, or the fire chief, chief of police, or other officer designated by the council may notify the property owner or tenant, or both, of the property next on which such accumulation or obstruction remains, to remove the same within one week, or less time if consonant with public safety, and if the same is not so removed within the time allowed, then the city may remove the same and tax the costs of such removal against the said property as taxes, together with reasonable fees and interest thereon.
