Whenever any parking time limit is imposed or parking is prohibited on designated streets by the council, it shall be the duty of the chief of police, upon the direction of the city council, to have appropriate signs erected giving notice thereof and such regulations shall not be effective unless said signs are erected and in place at the time of any alleged offense.
