At the direction of the city council, the chief of police shall direct and coordinate the maintenance department to place and maintain traffic control signs, signals and devices when and as required under the traffic regulations of the municipality to make effective the provisions of said regulations and, under direction of the chief of police, place and maintain such additional traffic control devices as the council may deem necessary.
