No owner or keeper of any dog shall allow, or let, such dog to run at large within the corporate limits of the municipality at any time of the year. No owner or keeper of any dog shall leave such dog tethered on public property or in such a manner as to be on public property for longer than thirty (30) minutes while owner is conducting business.
