The above licensing provisions shall not apply to dogs whose owners are nonresidents within the municipality for less than thirty (30) days. "Seeing eye" dogs properly trained to assist blind persons when such dogs are actually being used by blind persons for the purpose of aiding them in going from place to place shall be licensed without charge. New owners and new residents may purchase licenses at the regular fees if the license is purchased within thirty (30) days of acquisition of dog or establishing residence. It shall be the owner's responsibility to show proof of the date of ownership or establishment of residence. (Ord. 2000-05, 7-24-2000)
