It is the desire of the municipality of the Borough of Troy, in the County of Bradford, in the Commonwealth of Pennsylvania, to organize an industrial develop ment authority under the Industrial and Commercial Development Authority Law, Act of August 23, 1967, P.L. 251, as amended.
