§ 32.129 ECONOMIC DEVELOPMENT AND TOURISM COORDINATOR.
   (A)   Appointment. The Mayor is hereby authorized to appoint an Economic Development and Tourism Coordinator of the city. The Mayor shall notify the City Council of the appointment, and shall issue appropriate credentials evidencing the appointment to the Coordinator. This office shall be a part-time position.

   (B)   Responsibilities. The Economic Development and Tourism Coordinator will serve as the coordinator and manager of an office within the government of the city that will be responsible for marketing the city and developing sources of funds for economic and community development for the city.

   (C)   Duties. The duties of the Coordinator shall include the following:
      (1)   Plan long-range goals, objectives and strategies for the Office of Economic Development and Tourism;
      (2)   Conduct strategic economic development planning and economic and fiscal impact analysis;
      (3)   Plan and implement short-term or annual goals, objectives and strategies for the Department, project or program to ensure efficient organization and completion of work;
      (4)   Serve as liaison with public, private and nonprofit organizations for business attraction, creation, expansion and retention activities;
      (5)   Negotiate, implement and monitor development agreements for commercial, industrial and residential projects;
      (6)   Represent the city at various functions, such as making speeches at civic and business associations, meeting with influential persons within the community, developers, officials, citizens and representatives of the press, to establish goodwill and resolve/respond to office-related issues;
      (7)   Advise city officials and citizen groups on matters relating to area economic development issues;
      (8)   Maintain a network of communication with the Department of Public Affairs, the city hotel/motel community, city area tourism attractions, state tourism related agencies, local, state, regional and national industry organizations that impact the city hospitality/tourism industry;
      (9)   Design and implement an annual marketing plan for the city;
      (10)   Develop and supervise a tourism awareness program designed to reach the general public, elected officials, members and employees of the local hospitality/tourism industry;
      (11)   Develop, research and maintain a comprehensive data of the local, state and national tourism industry;
      (12)   Develop and recommend an operating budget for the office and monitor and administer the approved budget;
      (13)   Perform financial oversight for economic development financing programs, including: capital improvement program projects, business development fund, enterprise zone, private activity bonds and tax increment financing districts;
      (14)   Develop, communicate and monitor policies, procedures and standards for the Department; and recommend improvement when necessary;
      (15)   Perform all duties as assigned by the Mayor and the city administration;
      (16)   Perform all duties as directed by the City Council; and
      (17)   Any other duties as may be assigned to the officer by law or ordinance.

   (D)   Accountability. The Coordinator shall be held accountable for the following:
      (1)   Providing periodic written and oral reports on office programs and participating actively by membership, committee participation and volunteer work in organizations that impact the tourism industry; and
      (2)   Designing and monitoring devices for evaluating the progress of the programs of work and the success of the office’s marketing and economic development programs.
