§ 32.128 CITY ADMINISTRATOR.
   (A)   There is hereby created the office of Administrator who shall be appointed by the Mayor, by and with the consent of City Council.
   (B)   The Administrator of the city shall be responsible for but not limited to the following duties and to keep the Mayor and Board of Aldermen informed, as well as the appropriate committees:
      (1)   Budget:
         (a)   Preparation of annual budget. Prior to the preparation of the preliminary budget the Administrator shall contact the Mayor, each Chairperson of a City Council committee, the Treasurer and each department head requesting that they submit information or requests relating to the budget. After the preliminary budget is prepared, a copy shall be forwarded to each of the above individuals for an opportunity for further comment. This is not a limitation upon the authority of the City Council to amend or adopt the budget;
         (b)   Prepare monthly report for Mayor, Finance Committee and Treasurer comparing budgeted revenue and expenses versus actual revenue and expenses; and
         (c)   Provide monthly comparison of Water and Sewer Department collection versus amount billed to the Mayor, Finance Committee and Treasurer.
      (2)   Centralize purchasing, including all capital outlay;
      (3)   Building and Zoning Department; also, act as liaison between the Planning Commission, Engineer and Land Use Committee;
      (4)   Water and Sewer Department, Street Department and Emergency Services and Disaster Assistance Agency, and supervise the superintendents, directors and employees of those departments;
      (5)   Authorized agent for IMRF;
      (6)   Insurance:
         (a)   Negotiation of medical and liability insurance and presenting to administrative committee; and
         (b)   Acting as liaison between insurance carrier and all city needs.
      (7)   Act as liaison between prospective businesses and Economic Development Committee;
      (8)   Grants and revolving loan coordinator;
      (9)   Develop a capital improvement plan for the future and prioritize as to their urgency;
      (10)   Payroll overseer; and
      (11)   Preparation of annual and other reports to Mayor and City Council.
