(A) The City Treasurer shall make monthly reports to the Mayor and City Council, showing the state of finances of the city, and the amounts received and spent during the month, which reports shall be kept on file.
(B) The City Treasurer shall make an annual report after the close of the fiscal year, as required by statute, with the total amount of all receipts and expenditures of the city and his or her transactions as City Treasurer during the preceding year.
(C) Before September 1 of each year, the City Treasurer shall file with each town or county collector of taxes, who collects taxes levied by the city, a copy of the annual report which he or she has filed with the City Clerk, together with an affidavit of the City Clerk that the copy is a true and correct copy of the annual report filed with him or her, that it was published as required by statute, the date of the filing and publication, and the newspaper in which it was published.
