§ 151.005 LANDSCAPING OF COMMERCIAL AND MULTI-FAMILY BUILDINGS.
   (A)   Prior to the issuance of a building permit for the construction of a commercial or multi-family building, the person applying for the permit shall submit landscaping plans for the land upon which the building is to be located.
   (B)   The plans required by division (A) of this section shall provide for a minimum of 20% of the gross off-street parking and vehicular use areas to be landscaped, it being the intent of the city that the implementation of the plan will protect and preserve the appearance, character and value of surrounding properties.
   (C)   The plan submitted pursuant to this section shall be approved or disapproved by the Director of Public Works. If it is disapproved, the applicant may appeal the decision to the City Council.
