Any stands or rows of seats in a premises used for gatherings or entertainment shall be so constructed as to be safe for the use designed, and shall be sufficiently strong to carry the weight and stress required for the construction of the auditorium floors of theater buildings and in no case shall they be less than 100 pounds per square foot.
