(A) It shall be unlawful to hold, manage or conduct any gathering or entertainment of any kind in the city, except in compliance with the provisions of this subchapter.
(B) Any permit issued for any entertainment or gathering held pursuant to this subchapter shall be subject to the condition that this subchapter be fully complied with, whether or not the condition is embodied in the permit.
