The City Council shall charge an application fee for an adult bookstore license which shall be nonrefundable, and may in addition require an adult bookstore license applicant to reimburse the city for the reasonable actual costs of conducting any inspections or verifying any of the information submitted by the applicant which may be required to assure compliance with the provisions of this chapter as a condition of considering the application. The amount of the license application fee shall be set by resolution of the City Council, and may be changed from time to time by resolution of the City Council.
