The City Council shall charge an application fee for an adult theater or an adult mini-theater license which shall be nonrefundable, and may in addition require the license applicant to reimburse the city for the reasonable actual costs of conducting any inspections or of verifying any of the information submitted by the applicant which may be required to assure compliance with the provisions of this chapter as a condition of considering the license application. The amount of the license application fee shall be set by resolution of the City Council, and may be changed from time to time by resolution of the City Council.
