It shall be unlawful for any person, as owner, principal, agent, employee, lessee or licensee, to operate or permit to be operated any taxicab in the city unless a license has been issued by the City Clerk for the operation of the taxicab and the license is in full force and effect during the entire time the taxicab is in operation.
