If all the conditions set forth in this subchapter are met, for the soliciting agent and the authorized soliciting agency, the soliciting agent may stand upon a highway at a full-stop intersection within the city, and may solicit contributions for the authorized soliciting agency from the occupants of vehicles coming to a stop at that intersection.
