Only one authorized soliciting agency at a time shall be permitted to solicit contributions from occupants of vehicles at any particular full-stop intersection within the city. If more than one authorized soliciting agency desires to solicit contributions from occupants of vehicles at a particular full-stop intersection within the city, the authorized soliciting agency which first filed its registration with the City Clerk shall be given preference.
