Before an authorized soliciting agency shall solicit contributions from the occupants of any vehicle on a highway within the city, the authorized soliciting agency shall first register with the City Clerk by completing a form, to be provided by the City Clerk, which indicates the complete legal name of the authorized soliciting agency, the address of its headquarters, the address of the local chapter or unit which desires to solicit the contributions, the names of all soliciting agents who will act in behalf of the authorized soliciting agency, the date when the authorized soliciting agency became registered with the State Attorney General as a charitable organization, and which also contains an express undertaking, by the authorized soliciting agency, that it should be liable for any injuries to any person or property occurring during the solicitation which are causally related to an act of ordinary negligence of the soliciting agent. Moreover, no person shall act as a soliciting agent, in behalf of an authorized soliciting agency, unless he or she first shall have registered with the City Clerk of the city. As the City Clerk receives registrations, from either an authorized soliciting agency or from a soliciting agent, she shall note on those registrations the time and the date that the registrations were filed with her. A registration filed by an authorized soliciting agency with the City Clerk shall be effective for only 30 days.
