(A) Bracing; preventing collapse. Proper bracing shall be maintained on all excavations to prevent the collapse of adjoining grounds. No excavation shall be extended at any place below the surface beyond the opening at the surface.

(B) Preventing damage to underground pipes and the like; notice. No person shall injure any pipes, cables or conduits while making any excavation or tunnel. Prior to commencing work, notice shall be given to the persons maintaining any pipes, cables or conduits or to the Street Department or Director of Public Works when the pipes, cables or conduits may be endangered or affected by the making of any excavation or tunnel.

(C) Damaging trees, and the like. No unnecessary damage or injury shall be done to any tree or shrub or the roots thereof while making any excavation or tunnel in the city.

(D) Temporary sidewalks. If any sidewalk is blocked by any excavation or tunnel work in the city, a temporary sidewalk shall be constructed or provided which shall be safe for travel and convenient for users.

(E) Restoring surface.
(1) Any person making any excavation or tunnel in or under any public street, alley or public place in the city shall restore the surface thereof to its original condition. Refills shall be properly tamped and any bracing in the tunnel or excavation shall be left in the ground.
(2) Any opening in a paved or improved portion of a street shall be repaired and the surface relaid by the applicant, in compliance with the provisions of this chapter and subject to the supervision of the Director of Public Works. If the work is not done within ten days after restoration is possible, the city may restore the surface and charge the cost thereof to the permittee.

(F) Inspections; notice. The Director of Public Works shall, from time to time, inspect all excavations and tunnels being made in or under any public street, alley or other public place in the city to see to the enforcement of the provisions of this subchapter. Notice shall be given to him or her at least 24 hours before the work of refilling any such excavation or tunnel commences.
