§ 92.040 ORDER OF COUNCIL AUTHORIZING CONSTRUCTION OR REPAIR REQUIRED; BOND.
   (A)   It shall be unlawful to construct or lay any pavement on any public street, sidewalk, alley or other public way, or to repair the same except upon order of the Mayor and City Council.
   (B)   Each person obtaining permission to construct or repair a street, sidewalk or alley pursuant to division (A) of this section shall file a bond with sureties approved by the Mayor and City Council, conditioned to indemnify the city from any loss or damage resulting from the work undertaken or the manner of doing the work. The bond shall be in an amount equal to the estimated value of the improvement as determined by the Mayor and City Council.
