It shall be unlawful for any person to use any street, sidewalk or other public place for the display of goods or other merchandise for sale or to write or mark any signs or advertisements on any pavements without first obtaining a permit from the city. Permits may be obtained from the City Clerk and shall be limited to two 2-day sales annually for each business.
