If any dog or cat which has been impounded has not been vaccinated for the current year, the owner or keeper thereof desiring to redeem the dog or cat shall advance to the Poundkeeper the fee required to have the dog or cat vaccinated, and the Poundkeeper shall forthwith cause the dog or cat to be duly vaccinated by a licensed veterinarian prior to release of the dog or cat.
