If any dog, cat or other animal is impounded, and the owner or keeper of the dog, cat or other animal is known to the impounding officer or employee by any tag worn on the dog, cat or other animal, the impounding officer or employee shall give notice to the owner or keeper of the dog, cat or other animal, informing him or her of the impounding of the dog, cat or other animal.
