§ 90.27 RUNNING AT LARGE.
   (A)   It is unlawful for any owner to permit a dog, cat or other animal to run at large. Every dog, cat or other animal within the city shall be prevented from running at large by:
      (1)   Being restrained in the immediate vicinity of its owner and capable of following the owner’s commands to immediately return to the owner;
      (2)   Remaining on a leash; or
      (3)   Remaining within an enclosure or fenced area.
   (B)   A dog, cat or other animal running at large is declared to be a nuisance and a danger, and the Police Department, Animal Control Officer or other designated city personnel may destroy or impound the dog, cat or other animal pursuant to this code or state law.
