§ 90.25 DEFINITIONS.
   Unless the context clearly provides to the contrary, the definitions set forth below shall apply to this code. Further, when construing or interpreting definitions, purposes or the intent of this code, reference shall be made to comparable provisions of state law, and every effort shall be made to interpret this code and state law in a consistent manner, except where conflicts exist, the more stringent provision shall apply.
   ADMINISTRATOR. A veterinarian licensed by the state and appointed to direct the Madison County Animal Control Department and to carry out the provisions of this chapter and state statutes appertaining hereto.
   BITE. To seize or cut with the teeth so as to damage, bruise or break the skin or tissue.
   CAT. All male and female members of the family Felidae.
   DOG. All male and female members of the family Canidae.
   ENCLOSURE. A fence or structure of at least four feet in height, forming or causing an enclosure suitable to prevent the entry of young children, and suitable to confine a dog, cat or other animal in conjunction with other measures which may be taken by the owner, such as tethering of the dog, cat or other animal. The enclosure shall be secure and shall be designed to prevent the dog, cat or other animal from escaping from the enclosure. (Nothing within this code shall relieve an owner from more restricted definitions or requirements of enclosure, e.g., for vicious dogs set forth at ILCS Ch. 510, Act 5, § 15(a)(3).)
   FIGHT. A prearranged conflict between two or more animals, but does not include a conflict that is unorganized or accidental.
   K-9 PATROL DOG or POLICE DOG. A professionally trained dog used by law enforcement officers for law enforcement purposes and activities.
   LEASH. A cord, chain, rope, strap or other such physical restraint having a tensile strength capable of restraining the animal attached.
   NIP. To pinch or squeeze with teeth with no breaking of skin or tissue.
   OWNER. Any person having a right of property in a dog, cat or other animal, or who keeps or harbors a dog, cat or other animal, or who has it in his or her care, or acts as its custodian, or who knowingly permits a dog, cat or other animal to remain on or about any premises occupied by him or her.
   RUNNING AT LARGE or RUN AT LARGE. The failure to confine a dog in accordance with § 90.52.
