The provisions of this subchapter shall not apply to vehicles in enclosed buildings, vehicles on the premises of business enterprises operated in a lawful place and manner, when necessary to the operation of the business enterprise or to vehicles in an appropriate storage place or depository maintained in a lawful place and manner by the city.
