   (A)   The city shall have the right to make a small meter bypass test and inspections of any private fire main and apparatus at any time. If any leakage is found, the owner or consumer shall immediately repair or replace any defective pipe or apparatus.
   (B)   If any pipe or apparatus is found to be in a dangerous condition, the city may, at its option, immediately shut off the private fire main connection and not turn it on until it is satisfactorily repaired or replaced.
   (C)   The city may, in the case of a defective pipe or apparatus, or if it has any reason to believe that water is being taken for any other purpose than extinguishing fires, install after five-days’ notice a fire main meter at the sole cost and expense of the owner or consumer, and any charge thereafter shall be at meter rates in addition to the regular fire main connection rate.
   (D)   The city may place seals on private fire hydrants and other outlets, and in case the same are found broken, may install a meter as provided in division (C) of this section, unless the city has been notified in advance of any test to be made by the consumer.
