(A) All connections granted applicants under the terms of this subchapter shall be subject to the condition that the water supply of the city is adequate at the time the application is made.
(B) If the City Council determines that the water supply of the city is not adequate, then all applications shall be denied until such time as the City Council determines that the water supply is adequate.
(C) Determination of the City Council shall be final.
