Any consumer refusing or neglecting to pay his or her water bill for a period of 45 days subsequent to its rendition shall be deprived of the use of water, and it is hereby constituted the duty of the city and its officials to shut off the water supply to any consumer until the time that all past due bills are fully paid. The city shall charge a fee as determined from time to time by the City Council to the customer for the operation of turning the water services back on.
