The city may, at its discretion, read the meters and bill the consumers every month or three months. In the case of quarterly billings, the quantity of water allowed at the various rates will be three times that established for monthly rates and the minimum charge shall be three times the monthly minimum. The minimum charge shall apply as a service charge whether or not the meter was used during the billing period.
