§ 52.073 METERS AND OTHER EQUIPMENT TO BE OPEN TO INSPECTION.
   All water meters and water fixtures, connections and appurtenances on private properties connected with the city waterworks shall be open to inspection of the proper officers and employees of the city at all reasonable hours, and shall not be located in any enclosed building.
