For all regular three-fourths inch taps and service connections, the city will furnish and install within the city limits the tap and service pipe connections, curb cock box and meter when the connection does not require more than 50 feet of pipe, for a charge established by the City Council. The consumer shall pay all additional installation costs. Outside of the city limits there shall be a higher charge as established by the City Council for the connections and the consumer shall also pay all additional charges of installation.
