§ 52.014 WHEN EXTENSIONS OF MAINS AND IMPROVEMENTS ARE TO BE PAID BY USERS.
   Upon application of any person for the extension of water mains or other improvements when the city does not have sufficient funds at its disposal to make the same, or whenever the extension or improvement in the discretion of the City Council would not be possible, or if possible, would not be beneficial to the city, the entire cost shall be advanced by the parties interested. Any such extensions and improvements in all other respects shall be deemed the property of the city as a part of the city water distribution system, upon issuance of an operator’s permit by the Illinois Environmental Protection Agency.
