§ 70.81 GENERAL PROVISIONS.
   All persons wishing to operate an allowed non-highway vehicle of the city streets must ensure compliance with the following requirements:
   (A)   Must have the minimum required liability insurance as set out in ILCS Ch. 625, Act 5, §§ 7-601 et seq., and maintain proof of said insurance specifically for said non-highway vehicle within the permitted vehicle;
   (B)   Annual registration with the city is required of any non-highway vehicles operated upon city streets;
   (C)   Must have the vehicle certified with the city by inspection which will be conducted by the Chief of Police or his or her designee;
   (D)   Must comply with the rules established within this ordinance which may be periodically updated;
   (E)   Driver of any non-highway vehicle, as outlined in this subchapter, must be at least 18 years of age and possess a valid Illinois driver's license;
   (F)   All non-highway vehicles must be equipped as follows:
      (1)   Horn;
      (2)   Brakes and brake lights;
      (3)   Turn signals;
      (4)   A steering wheel apparatus;
      (5)   Tires;
      (6)   Rearview mirror;
      (7)   Approved "Slow Moving Vehicle" emblem on the rear of the vehicle, as required by ILCS Ch. 625, Act 5, § 12-709;
      (8)   Red reflectorized warning devices in the rear, orange/yellow in the front;
      (9)   Headlights that emit a white light visible from a distance of 500, illuminated at all times when operated on city streets;
      (10)   A tail lamp that emits a red light visible from at least 100 feet from the rear, illuminated at all times when operated on city streets;
      (11)   At least two brake lights which emit a red light visible from a distance of 100 feet from the rear;
      (12)   Turn signals mounted on the front and rear of the vehicle;
      (13)   Windshield;
      (14)   All-terrain vehicles must be equipped with seatbelts;
      (15)   Golf carts are not required to be equipped with seatbelts, unless a child safety or booster seat is utilized.
   (G)   All drivers of non-highway vehicles must obey all traffic laws of the State of Illinois and the City of Troy;
   (H)   Non-highway vehicles may be operated only on city streets with a speed limit of 25 miles per hour or less as designated by Chapter 71;
   (I)   Non-highway vehicles must not be operated in excess of posted speed limits and may not be operated at a speed in excess of 25 miles per hour;
   (J)   Non-highway vehicles may not be operated on U.S. Highway 40, Illinois Route 162, Collinsville Road, West Center Street, East Center Street, South Dewey Street, Wayland Avenue, Creekside Drive, Bouse Road, or any other highway or roadway under the jurisdiction of the Illinois Department of Transportation. However, drivers of non-highway vehicles may cross such roadways and highways at a 90-degree angle at predesignated locations identified by the Police Chief of the city. City streets that cannot be traveled on or crossed are Riggin Road, Clay Street, Staunton Road, and Troy O'Fallon Road. Non-highway vehicles may not be operated within Tri Township Park;
   (K)   Operation of non-highway vehicles will be permitted between the hours of 6:00 a.m. and 11:00 p.m.;
   (L)   A person operating or who is in actual physical control of an allowed non-highway vehicle, as described herein, on a roadway shall not operate such vehicle while under the influence of alcohol and/or drugs and shall be subject to ILCS Ch. 625, Act 5 §§ 11-500 through 11-502;
   (M)   Non-highway vehicles may not be operated on sidewalks, trails, Madison County Transit (MCT) Trails, or other public property not accessible to or authorized to vehicular traffic;
   (N)   All non-highway vehicles permitted on city streets shall have headlights and tail lamps illuminated at all times while being operated upon city streets.
