The operation and conduct of a raffle shall be under the supervision of at least one raffle manager designated by the licensee. As a condition of obtaining a city raffle license, the following shall be required:
(A) The manager(s) shall give a fidelity bond in the amount of $5,000 and the bond shall be conditioned upon honesty in the performance of his or her duties. The terms of the bond shall provide that notice shall be given in writing to the city not less than 30 days prior to its cancellation.
