It shall be unlawful for any person to conduct or operate a raffle, or to sell, offer for sale, convey, issue, or otherwise transfer for value a chance on a raffle, unless conducted pursuant to a license duly issued by city and in accordance with the provisions of this Code. Only city residents, city businesses, or city organizations located within city limits shall be considered for any city raffle license. Such license, when issued, is effective for all areas within the city. Such license is not effective outside the city.
