§ 156.051 EROSION AND SEDIMENT CONTROL INSPECTIONS AND NOTIFICATIONS.
   (A)   Erosion and sediment control inspections. Plans for upgrading, stripping, excavating, and filling work as approved by the code enforcement official shall be maintained at the site during the progress of the work. The permittee shall inspect and maintain on-site records of such inspections at the intervals specified as follows:
      (1)   Upon completion of installation of sediment and runoff control measures (including perimeter controls and diversions), prior to proceeding with any other earth disturbance or grading;
      (2)   After rough grading;
      (3)   After final grading; and
      (4)   Weekly and after each rainfall event of half-inches or more over a 24-hour period. Rainfall events will be measured using a local gauge or the National Oceanic and Atmospheric Administration (NOAA) website as a reference.
      (5)   If inspections are not being performed, the city may prepare an incidence of non-compliance (NOI) document and send it to the Illinois Environmental Protection Agency. The contractor will be responsible for any fines issued or penalties imposed. Any necessary repairs to soil erosion and sediment control measures shall be made and reported in the on-site inspection records. Copies of the inspection records shall be submitted to the code enforcement officer in a monthly inspection report.
   (B)   Notifications. 
      (1)   To facilitate inspections by the code enforcement official and to ensure compliance with the approved erosion and sediment control plan, the grading or building permit, and this chapter, the permittee shall notify the code enforcement official within two working days in writing of the completion of the construction stages specified in the following:
         (a)   Upon completion of installation of sediment and runoff control, prior to proceeding with any other earth disturbance or grading;
         (b)   After stripping and clearing;
         (c)   After rough grading;
         (d)   After final grading and seeding; and
         (e)   After final stabilization and landscaping, prior to removal of sediment controls.
      (2)   If work is to be done in phases, the permittee shall give notice at the completion of each work stage within each phase.
