§ 153.01 ENFORCEMENT OF ZONING ORDINANCES.
   If the Inspection Division or Enforcement Officer is charged with enforcement of the zoning ordinances, then no permit for the alteration, repair, or construction of any building or structure shall be issued until a zoning permit has first been issued by the appropriate official charged with enforcement of the zoning provisions.
