Except for events sponsored by the town, which have first priority, and wherever possible, priority shall be given for the issuance of a special event permit to local tax-exempt nonprofit organizations operating in and providing services to the citizens of the town or the county. Special events that do not abut residential areas shall be encouraged, and those that abut residential areas shall be subject to restrictions that protect the quiet and repose of said districts.
