Recognizing that special events enhance the quality of life for residents and visitors alike, it is the purpose of the Town Council to establish a structured process for permitting the use of public facilities not otherwise covered in this code including, but not limited to, adequate time for receiving and acting upon the application for the staging of outdoor special events conducted by the private sector to use town streets, facilities, or services or to conduct events that occupy, impact, or consume public resources as a result of the congregation of people.
