(A) Enforcement responsibility. For the purpose of making inspections concerning the installation of the backwater valve and other water and sewer connections, as may be made within the town, which are not the responsibility of the County Building Inspection Department, the Zoning Enforcement Officer of the town is designated as the plumbing official having jurisdiction over the public sewer system and water systems of the town.

(B) Inspection of valves.
(1) All backwater valves shall be inspected and approved by the Zoning Enforcement Officer prior to the time sanitary service is provided to the location having such valve. Likewise, all such valves which have been or are to be installed at properties currently serviced by sanitary sewer shall be inspected and approved prior to and as a condition of continued service.
(2) All owners who are to install or who have installed such a valve shall notify the Zoning Enforcement Officer of its location and existence. The Zoning Enforcement Officer shall inspect at least one time in each calendar year all such valves that have been installed to determine that they are in working order and shall require such repairs as said inspection may show to be necessary as a condition of continued sewer service.
