(a) No owner or occupant of abutting lands shall fail to keep the sidewalks, curbs, or gutters in repair and free from snow, ice, or any nuisance. Upon failure or refusal of the owner or occupant to do so, the City may proceed without notice to make said repairs or to remove all snow, ice, or any nuisance. The costs of any and all such services performed by the City shall be assessed against and collected from the owner of the land abutting said sidewalks, curbs, or gutters.

(b) Whoever violates this section is guilty of a minor misdemeanor.
