(a) Whenever the City Manager deems it necessary for the public protection, he shall issue an order prohibiting for a certain time therein specified, any dog from being at large in public street or place unless muzzled and on leash, so as effectually to prevent it from biting any person or animal. This order shall be posted in three conspicuous places in the City, for such time as the Manager deems necessary. Any dog found at large during the existence of a quarantine order shall be impounded and may be destroyed by a municipal authority without notice to the owner.
(b) No person shall molest or interfere with any officer while engaged in enforcing an order issued under subsection (a) hereof.
