(a) No person shall maintain upon his premises such number of household pets or other animals as will create a nuisance.
(b) No person shall keep or maintain upon any one premises in the City more than three adult dogs or three adult cats. This provision shall not apply to premises which are properly zoned and licensed as a kennel.

(c) Whoever violates this section is guilty of a minor misdemeanor.
