(a) The Chief of Police or any member of his Department designated by him is hereby authorized to remove or have removed any vehicle left at any place within the City which is in violation of this chapter. The vehicle shall be impounded until lawfully claimed or disposed of in accordance with Section 303.08.
(b) All towing referred to in subsection (a) hereof shall be by a towing service under contract with the City or shall be by the Police Department. The costs of towing shall be borne by the owner or operator of that wrecked, dismantled, nonoperative, abandoned, or illegally parked motor vehicle and shall be set by contract, between the City and the towing service.
