351.17 PARKING ENFORCEMENT UNIT.
   (a)   The Chief of Police shall be the executive head of the parking enforcement unit. The Chief of Police shall be afforded the power and responsibility to make all appointments and removals of parking enforcement officers, subject to the approval of the City Manager and all general rules prescribed by Council by ordinance.
   (b)   The Chief of Police, subject to the approval of the City Manager, shall prescribe such rules for the organization, training, administration, control and conduct of the parking enforcement unit.
   (c)   The Chief of Police may appoint, subject to the approval of the City Manager, such parking enforcement officers who will agree to serve within the unit for nominal compensation. Further, the Chief of Police may appoint persons, subject to the approval of the City Manager, to the parking enforcement unit that suffer from limited physical disabilities.
   (d)   The authority of the parking enforcement officers shall be limited to the enforcement of ordinances governing parking and handicap parking locations and fire lanes and any other parking ordinances specified in this section creating the parking enforcement unit. The parking enforcement officers shall have no other powers.
   (e)   The Chief of Police, after review and approval of the City Manager, shall initiate a program of instruction for the parking enforcement officers, which shall include, but not be limited to: general administrative rules and procedures governing the parking enforcement unit, the role of the judicial system as it relates to parking regulation and enforcement, proper techniques and methods related to the enforcement of parking ordinances, human interaction skills, and limited basic first aid.
