(a) When snow, sleet, freezing rain or other weather conditions cause or appear likely to cause in the judgment of the City Manager slippery or hazardous conditions which might lead to serious traffic congestion or hazard, the City Manager may declare a snow emergency. The City Manager shall also declare the termination of such snow emergency as snow conditions permit.
(b) During the period of any snow emergency, no motor vehicle, trailer or other object may be parked or placed on any public street.
(c) A motor vehicle, trailer or other object parked or placed on any public street at the time of the snow emergency is declared shall be removed by the owner or driver thereof within a time designated by the City Manager. Nothing in this section shall permit any motor vehicle, trailer or other object to be parked or placed in violation of any parking restriction previously established by ordinance, order or regulation.
(d) Snowfall in excess of three inches in a twenty-four hour period is considered a snow emergency. The City Manager shall inform the public of the emergency through reasonable and usual methods of communications.
(e) Prior to the issuance of a citation, towing of motor vehicles or trailers, and the removal of other objects placed in the streets, the City Manager shall provide four hours notice of the need to remove motor vehicles, trailers or other objects prior to impoundment through reasonable and usual methods of communications. Failure of the media and other broadcast entities to notify the public four hours prior to the removal of motor vehicles, trailers, or other objects shall not constitute a defense for a violation under this section.
(f) Any person who violates the provision of subsection (c) and (d) hereof shall be guilty of a minor misdemeanor and in addition to the penalty provided for by Section 303.99, an unattended motor vehicle, trailer or other object parked or placed in violation of subsection (c) and (d) hereof shall be subject to the removal and impounding provisions of Section 303.08.
